Marcial A. G. Suarez is PhD in Political Science and Associate professor of Political Science and International Relations at Universidade Federal Fluminense, Niterói – Rio de Janeiro. He is a former research fellow at the Kennedy School of Government Belfer Center for Science and International Affairs at Harvard University.
